Can't get floppy or HD to spin...new Epox 8K7A

I'm trying to setup a new Epox 8K7A with a 1800+ XP. Brand new MB, CPU, Memory, Cooler, and Power Supply. Old Video Card STB InVidia AGP, old Floppy CD=ROM and Hard Drive. Fans on CPU Cooler, chipset, case, Power Supply all spin up and lights are on the Motherboard.

BUT, no floppy or Hard drive spins up on startup.....so obviously I'm stuck. I've uplugged the Cd-Rom and the Hard Drive leaving only the Floppy and the Video Card..............nothing. Not sure what to try next. I think I have all of the wires in the correct position on the Motherboard but I am not absolutely sure. At first nothing would happen and then I realized I had the jumper on the CMOS in the CLEAR position. As soon as I put it back where it belonged the system powered up but the floppy and the Hard Drive did not spin and the monitor show no sign of life. There were no beeps and the digital display on the motherboard shows "FF".

Help.

Make sure the motherboard isn't grounding to the case, possibly through an extra standoff. Make sure the floppy cable isn't backwards. What kind of power supply is it? The 8K7A is picky about PSUs. Try your memory in another computer to be sure it's good. Just because something is new doesn't mean it isn't bad.

Used a piece of plexiglass to separate the motherboard from the rest of the case.

Took parts out of an identical working Epox 8K7A (Memory, Floppy, Hard Drive, Video Card) and placed them in and on the reluctant case and motherboard.

I have tried two new 300W Power Supplies.

So the only thing that has not been switched out of a working almost identical system is the CPU and of course the motherboard.

So I guess I could swap the CPUs. That would almost leave the motherboard as being defective. I guess I could put the new motherboard in the working system and that would be the final test. Groan.

Any further thoughts or suggestions would be appreciated.
