Can't get connection to play Counter Strike in Win XP, DSL

I've just got a new computer for my family but I rarely use it since i am at college. I'm using Verizon DSL. When I try to get a lookup on the servers, it never connects and times out. This computer is a Dell p4 1.8GHz with 256 RDRAM. It's running Win XP Home version. i've turned off the XP firewall but I still can't connect to play Counter Strike.

Any suggestions?
