Question Can't Get Above 30 FPS

I have a 3060 12Gb OC card. I've tried every suggestion to boost FPS with little to no effect. I've lowered resolution, and changed most game (Starfield) display settings to low. Monitoring the card when it's at 30 FPS, both GPU and CPU are only at about 33%. At times, it can dip slightly below 30 FPS briefly. Doesn't make sense to me. Any and all suggestions appreciated.

Not having 100 % CPU utilisation doesn't mean that you aren't CPU limited. Games hardly ever scale past few threads.

Also not enough information. What CPU? How much RAM? What OS?
