Cant get 802.11g to work on non-admin account

I installed a Belkin 802.11g PCI card in my computer. When I login with an admin account, it works fine. But if I login with a normal user account, then the card tells me the radio is disabled and it wont let me enable it. How can I give permissions so standard users can use the radio?
 
I'm going to guess it has something to do with the wireless utility you're running. If you let Windows manage your wireless connections you should be able to connect as a non-admin.
 
That Belkin card turned out to be a piece of crap. I found out the drivers only work under admin, it removes any dialup profiles and prevents you from adding any, and it breaks the 'Users' section in the control panel. I had to do a System Restore to the point before I installed the drivers in order to fix it.
