Cant Format my Secondary Hard Drive on Vista

Hi there, I got a new system built last week and everything is working great and fast except for the secondary harddrive.
I have a Raptor X for my C: and boot. But for my Secondary Drive which is on I: (its a WD Caviar SE16 AKS32000) its running pretty slow, its noticeably slower than other harddrives ive had (since i know the raptor isnt a good comparision since its so fast) But when i downloaded SIW i found out that the WD Caviar is running @ 5400 RPMon Sata 2 in UDMA-5 mode, Though it should be running at 7200RPM. My Raptor is fine at 10000 RPM.

Anyways I didnt have much on the drive so i deleted most of the stuff on it and then decided to just format it, When I did try to format it, there was no progress, after an hour i came back down and still nothing happened so i turned off the comp and restarted. everything was pretty slow comparingly i guess its because somethings wrong with the drive. Anyways the problem is it wont format at all, Ive gone into the Disk Management and set the primary partition and then formatted and left it for like 3 hours and still nothign is happening and whenever itry to cancel it, the computer hangs and then i reset and again it runs slower when i boot up again.

Any idea whats going on and how to fix it? I think i might take the SATA cable off it and just run the Raptor and see how the computer works.
