Can't Flash P4VXASD2+ BIOS: "Chipset/Flash part isn't available..."

I'm attempting to flash the bios on my ECS mobo to solve problems mentioned in another thread, and it just isn't working out.

1. Made boot disk with bios upgrade files, ran it, get the error message: Chipset/Flash part isn't available. The function will be invalid.

2. Made a boot CD with bios upgrade files, ran it, get the error message: Chipset/Flash part isn't available. The function will be invalid.

3. In Windows XP, I ran the Winflash utility included with the mobo, but it crashes on startup.

4. Formatted, installed Win98, ran Winflash, crash.

It almost seems as if the BIOS is locked down somehow, but I can't find a setting on the board or in the BIOS settings themselves. Can anyone tell me how to get around this? Refer to details below for system specs

Problem:
Upgraded from a 1.7ghz Celeron to a 2.4B P4. I can't seem to get the CPU 133 frequency working. While at 100, the new chip runs stable at 1.8ghz, but when I enable the 133 frequency by moving the jumpers, the system goes screwy. All of a sudden my hard drive becomes unreadable, CDROM has problems reading disks, and if I !can get into Windows, every application crashes within seconds.

I thought at first it was a PSU problem, so I upgraded to a 400W PSU, which should be more than sufficiant. No dice. I have a feeling it has something to do with the mobo or still something with the PSU. I'm waiting for tech support to get back to me, but I'm not crossing my fingers.

Can anyone help? This is DRIVING ME UP THE WALL
