I want to make some tweaks to FF3, but can't find userChrome.css. I've done a complete scan of my drive and have found nothing. Is that even possible?

It's in the profile folder: C:\Users\***\AppData\Roaming\Mozilla\Firefox\Profiles

It has the word example added which is why it didn't come up in a search.

Found it, thanks! So, you actually have to create the folder if you want to make changes? None of the sites I found mentioned that.

When you enter the profile folder above choose the weird looking folder usually something like this: sjahsgaha.default then click on chrome folder and there you will find: userChrome-example.css

copy userChrome-example.css and then removed the -example from the name and begin editing it.

I did that this morning and made the desired changes. Thanks.
