Cant figure out prob- no video but card works - help!

OK, ive been going around trying all sorts of stuff to fix this problem. just built the rig, has never turned on. I replaced the mobo, power supply, etc. I tried the card in a different computer and works fine. i get absolutely no signal to the monitor. doesnt make any sense.. what could the problem be assuming the mobo works? if the memory was bad, I would at least get a warning notice on the screen right? only other thing i can think of is a bad CPU. I unplugged everything except the ATI card, keyboard, mouse, monitor. removed HDs, other cards, drives etc. still no go. my 12V rating is 18A and 16A (dual source). Switched to Antec Phantom because it had the right connectors (24 pin, plus 6 pin molex for ATI card).

How can I figure out what the problem is?
 
maybe something isn't grounded properly...since the whole system won't boot...

also check all the power connections and maybe plug in psu by itself and try to start that (hotwiring it ... forgot which pins you must connect, someone else refresh me)

last thing is to test that mobo...
 
Like I said, i just bought another brand spankin new mobo. is there a chance it just isnt compatible? Also, if the CPU or DDR2 was bad, wouldnt I still get something on the screen? I cleared CMOS.
 
Check your motherboards stands did you put one too many in or one in the wrong place? If so this would cause a short and the system wouldn't boot.
