Can't Enable File and Print Sharing/Microsoft Network Client

For some reason I cannot enable:

Client for Microsoft Networks
File and Printer Sharing for microsoft Networks

If I place a check mark in either of them and apply the changes they revert to their unchecked states. I've unsinstalled and reinstalled...and i have no idea what to do.

Help please?
