Cant download test64 from optonline's FTP

So I want to test my download speed with this ftp://ftp1.optonline.net/pub/test64.exe

However when i try it in firefox, explorer, or netscape it wont download and says error or document contains no data.
But if i go to my girlfriends laptop on the same network under IE it downloads fine...

Any ideas??
