Can't Download in IE

everytime i try to download any file in internet explorer i get a " cannot open site, either unavilable or not responding"
the problem is that my "Scrrun.dep " file is correpted(microsoft knowledge base), and they give a fix to download for it........but i cant download! LOL
I tried to set my IE settings to low and it still will not allow me to download.
any suggestions?

Dang Josh, I don't even have the Scrrun.dep file on my computer (XP Pro). I will look for a fix @ the office. Come to work so you can close.

the above link is what microsoft said about the issue. the related file is Scrrun.dll. i have reinstalled Visual Studio 6-still didnt work. then i uninstalled it and no luck. i also replaced the Scrrun.dll file with the one thats on VS6.

I may have to download it to CD on another pc and try to run the fix.
