Can't Download Files

Recently I have been unable to download any files. It just stays at 0%....I am running Windows 7 and have not changed anything recently...any ideas?

Dont use IE use anything else such as firefox or crome for example. I use firefox because of plugins for it such as - Adbock, NoScript, VideoDownloader etc
can try changing your DNS from your ISPs default to googles public dns - 8.8.8.8 and 8.8.4.4
use a basic properly configured firewall. i use sygate

Thanks..I think it ended up being my sevice provider having issues!
