Can't Dial Modem

I have a IBM V.34 modem in an older IBM laptop and when i dial, Windows comes up with an error saying it can't communicate with the modem. It says try turning the modem off and then back on again. I do this several times and it still doesn't work. I have removed the modem and reinstalled it without success. I have also deleted and recreated a new connection in Dial UP Network. I can go to Properties and run a diagnostics on the modem and it is fine. I can run a DOS level diagnostics and i can communicate with the modem. I can even dial out in the DOS diagnostics program.
I'm lost. I can use the diagnostics in Windows and DOS, I can dial out in DOS, so why is Windows not communicating with it?
