Can't delete program from desktop. Always in memory.

There is this program on my desktop called MAKEDD.EXE
I don't know how it got there but anytime I try to delete it, it says "Cannot delete MAKEDD.EXE: It is being used by another person or program."
I tried going into safe mode and deleting it, but I get same thing. How do I get rid of it?

• Process Explorer, to find how and under what conditions said executable is being used.
• GiPo@MoveOnBoot (Freeware version at bottom of page)
• Knoppix, your favorite Linux distribution, and/or nearly any operating system that boots from a separate disc or drive.

you could try using end it all, then deleting it.
