Can't delete Epson driver files on disk

I recently downloaded Epson Workforce AIO printer drivers from Epson's websites, I tried to delete the files and Windows 10 always complains the files are in use. I rebooted several times and tried to delete them again and got same messages.

I tried to download files from other websites and all the files can be deleted.

I have never encounter anything like this before. I'm the only user for the PC and have admin rights. Any ideas?

is there an msconfig in windows 10??

if there is, is there anything related to epson in the run or services tabs?

yes, there is msconfig and there is a small Epson system tray program running, but how does it has anything to do with a setup exe file on disk that is not running at all?

I tried to delete it from command prompt and same result.

Another Epson file downloaded on 1-3-2016, same problem.

After your system boots try opening the Task Manger(ctrl+shift+esc). Under the Startup tab is there anything relating to Epson?

OK, guys.

I ran msconfig and disable Epson starup programs (Event manager & Printer Status monitor) in task manager, choose safe mode minimal option and rebooted.

Got into Windows 10 and tried yet again, exact same result.

Hmm that is strange. I'm afraid I'm not familiar enough with Epson software or Windows 10 to recommend another suggestion. Hopefully someone else with a little more insight will chime in with another suggestion.

I don't have duplicated processes.

The funny thing is that I made copies of these files, and those files also could not be deleted.

These are just plain exe files that stay on disk, not running at all after setup is completed. WTH can't be deleted?

I might have to use some bootable rescue CD/DVD/USB disk and try to delete the file from another OS.

Finally able to delete those damn files using Windows 7 PE boot disk.

Have no idea why.
