Can't dcpromo on another computer if the 1st DC (after dcpromo) doesn't have _udp, _tcp, _sites, & _msdcs created

After doing a dcpromo on the primary DC, I go ahead and try to do a dcpromo on a secondary computer, but it prompts me the message of domain not found. Why is it that it has to wait till the four folders (_udp, _tcp, _sites, and _msdcs) are created first? What are the importance of those folders in DNS? How long does it take for the system to add those folders onto DNS usually? Took around 20 minutes after dcpromo for me.
