Can't connect to steam. (Solved)

I can't connect to steam as the title says. When I go to the steam power website it says the site is undergoing maintenance. I ran the repair in the steam installer to see if that would fix it but it did not. Anyone else having problems connecting to steam?

Update: Issue has been solved.

Delete all files in steam folder except steam.exe and steamapps folder.

Then open steam.exe and everything should be fine.

Ps- don't blame me later if you mess up your PC.

Not really. I want to see if anyone else can connect to steam. Not the website, but connecting to the steam app. I get an error saying could not connect to steam network. Can you connect to steam?

I did. That didn't fix it.
