cant connect to people on AIM or ICQ (for file transfers)

i cant connect to people on AIM or ICQ (for file transfers). whys that? my firewalls are off and its not my connection cuz my roommate can connect to others on AIM. also, i can connect to my roommate as well but cant connect to anyone off campus.
 
i emailed them and they said that they dont have any firewalls for the university.

and my roommate can connect to ppl off campus.
 
Are you using router that has builtin NAT firewall?

If not, try post this issue at Networking forum. They can help you out with your issue.
