can't connect to internet

got a windows 2000 pc here that will not connect to the internet.
going through lan to get to internet. using static ip addresses. no other PCs have the addresses i tried.

ip address, gateway, dns server, subnet mask, etc are all correct.

able to ping other computers on the network with this pc using built in NIC. put in PCI NIC and still won't connect to internet.

ran adaware and ms anti-spyware under safe mode. found a few pieces of spyware and removed them. scanned again and nothing is found.

all internet explorer settings are set to default and none are out of place.

hosts file is ok.

when starting IE, sometimes the menus and buttons are there, sometimes they aren't.

Firefox doesn't allow me to connect to the internet either.

I think something got screwed up in windows somehow and I will need to reload windows onto the machine. anyone have any other suggestions?
 
if you can ping with the built in NIC why don't you just use the built in NIC? Its also possible that the PCI NIC card is bad

But also, do you know what adaware took out?
Some of those pesky malware objects can ruin your ability to connect and you may, possibly, need LSPfix.
But, do what Talyn suggests first, cos LSPfix can make or break.

eh, it doesn't matter anymore. alreayd refromatted and finished installing windows.
internet works now. something in windows or IE got screwed up.
