Can't Connect to FTP Server with pasv, only port - why?

for about 3 years i had dsl using a cisco 675 dsl router. i could connect to my ftp server (serv-u 4.x) either in pasv or port mode. i recently moved and now have cable internet and a linksys BEFSR41 router. i can connect via port but not pasv. anybody know why? i haven't changed any settings in the server software, the only thing changing is the internet connection. in the router i am forwarding port tcp/21 to the ftp server ( not using the dmz deal, the server only needs a couple of ports open ). i also told the ftp server software what pasv ports to use and i have forwarded them also.
