Cant Connect to ANY Network?

Summary:
This is my parents computer. I am trying to help them from 3 hours away over the phone. So I know the steps are not in what i would call a logical order, but i am 100% out of ideas to help them.

They live in neighborhood where there are no other wireless routers with in 200 feet. So the possibility for interference is very very minimal.

Issue:
Windows 7 will not connect to a wired or wireless network. I get the windows is unable to connect to the network on wireless. I cant even access the routers admin page. When the it is a wired connection either to the back of the router, or directly into the cable modem, it doesnt work either.

What I have tried:
1. Reset Belkin Wireless Router, and tried to reconnect with factory PIN code on the router.
2. Bought new Belkin Wireless Router, tried to connect with factory PIN code on router.
3. Called the internet company. Said they could connect to modem and that wasn't the problem.
4. Uninstalled all wireless adapters from the computer, then reinstalled them.
5. Disabled Windows firewall.
6. Ran services.msc and checked for WLAN service. It was running.
7. Ipconfig /all shows its not connected to any dhcp, no gateway, no ipv4 ip address, no dns.
8. Got new cable modem from cable company, still nothing.

What is my next step.
 
Click on the Start button.
In the Run box type Command Prompt. (Do NOT press Enter)
In the search results list, right-click on "Command Prompt" and select "Run as Administrator."
In the Command Prompt, run these two commands:
netsh int ip reset log
netsh winsock reset
Reboot the computer and try to connect to the network again.
