Can't change video resolution, color depth

A friend of mine downloaded several files he didn't want. He couldn't recall what the files were called, so he just deleted every file with that day's date. :D Needless to say, his computer didn't work so well after he deleted most of his system files. He runs Win98. I advised him to restart in safe mode and restore all of the files. He did this but there were still some issues when I arrived at his house.

I fixed most of his problems, but one lingers. He is limited to 640X480 at 256 colors. At first I figured, its the default vga driver, but it's not. The appropriate driver for the video card is loaded (I've loaded it seveal times) and the display properties box confirms this. I've also switched monitor drivers. Yet, the resolution options are no better than standard vga. I have tried several things from adding lines to system.ini (which appeared to have been screwed up during the process) to reinstalling windows and still the display is stuck.

Any ideas?

I had a similar problem a while ago. Running dual-boot W98 and W2K with a Radeon 64 DDR w/vivo. The W2K installation worked perfectly, the W98 wouldn't get out of 640x480x16colors. I tried everything including uninstalling and reinstalling the video drivers and anything to do with video. Nada. Tech support was non-existent and nothing from these forums either :( . Finally I gave up and reformatted the C: drive and reinstalled everything. Works perfectly now. It was easy for me to do because I do most of my work on the W2K partition and only used the C: (W98) partition for my legacy scanner, so I didn't lose any data files; just a few hours of reinstalling programs. Sorry not to be more optimistic.
