Can't change start up wallpaper on Windows 10 Professional (FIXED Thanks)

Its really no big deal honestly but I like how my other computer with Win 10 Home edition changes wallpaper every time I start the computer. Note that Lock screen wallpaper changes accordingly but I can't change start up wallpaper is always the same. I am using Win 10 Professional. Someone mentioned it may have something to do with permissions but I don't know what it might be. Would like this future to work properly. I think it looks cool hehe.

I am showing that "Windows Spotlight" Is already enabled but the start up wallpaper still doesn't change only the lock screen wallpaper works.

Here is something that you can try. The problem is probably related to Microsoft tying the "Windows Spotlight" feature to Bing.

Yeah it didn't work. but thank you for the suggestion. Lock screen is fine it always worked but it doesn't change the start up wallpaper. Its no big deal honestly. I just thought it would look cool.
