When do you turn your monitor on?
If I start up my PC, then turn on the monitor once it has reached the logon screen, I get stuck with 60Hz too (can't change), but if I turn the monitor on when I turn the PC on (before Windows screen) it boots up in normal refresh rate and I can change it.
I have a 9800Pro.

And what happened with the spider?

Go to Display Properties->Settings->Advanced->(ATi) Displays. You will see a setting for max refresh rate set to 60. Change it to 100 or whatever your monitor can support. You can now change the refresh rate. It is definitely an annoying feature of the ATi drivers.
