can't burn dvd's but can burn cd's

hey everyone, here's the machine the problem's on:

amd xp 2000+
256mb RAM
40GB/120GB hd's
Rosewill 16x DVD-RW

this thing burns cd's great all it wants, but won't burn dvd's, nero or whatever program I try to use it just sits there and the drive will never spin a dvd. it will play dvd's, and read them, but won't even attempt to burn.

also with the burner, sometimes when I insert anything (data cd/dvd) to install whatever is on it, while it spins up to read it will reboot the whole system. it does this at various times, sometimes the install won't even start, sometimes it will start but not finish before it reboots, and sometimes it will work fine.

what the heck is up? thanks for the help!

Are you sure you are using DVD - R There is a difference between the + and - and according from what you said, it look like your DVD Burner is only a -.
 
it does both + and -, and i've tried both. same story. this is driving me nuts...completely nuts. anyone have any other suggestions?
 
now that i think of it, i remember with my previous cd-rw burner, the 'reboot when disk is inserted and try to install program' issue happened, and it didnt stop when i got the dvd burner. is it possible that my motherboard's ide stuff is going out?
