Cant boot with FSB166, but can with 133 ? help

I am building a new computer. FIC AU13, AMD XP2600+(333fsb), PNY PC2700 (two sticks). i can run the system if i force the FSB to be 133, but when i change it 166 and reboot, the machine either freezes, or trys to start windos XP and then either gets a general protection fault, or missing file error (missing or corrupt file - \windows\system32\config\system). when i change it back to FSB=133, everythings fine. I called PNY, because i suspect it to be a memory issue (or a power supply issue), and they just told me to replace the memory, to exchange it.
anyone have this type of problem? and solve it?

Yeah. It is more than often a memory issue or even the vcore on the CPU being set to low.

I call memory timings. Relax the memory timings and see if you can POST at 333. If so, buy better quality sticks, because you do not want to run there.

i think it might be my memory. i am going to buy some pc3200, and see if i can run that at 333 (166mhz)...
i hope that fixes my problem.
