can't boot up!!!!

When I turn on my system, everything seems to boot up except the power doesn't seem to reach the hard drive. The busy light on my dvd drive stay lit so I guess the power gets caught up somewhere there. But, I've tried starting up with only the cpu and hard drive, but it still wouldn't boot up. So is it bad power supply? Please help.
