can't boot up

my friend's pc fails to boot. we just put it together. it's a p4 2.4c, is7-e, 2x256mb geil pc3200, seagate 120gb. after it posts and get to the verifying dmi pool data screen, it freezes. it also changes some characters to some real funky ones (§, ?, µ, Ö, etc...) and also puts colored blocks around some and then some flash. wtf!!! we haven't done anything to it yet, just trying to install windows. thanks for the help.

I think I had a problem like this before with crazy characters. You might want to look into getting a new video card. It turned out for my friend that the card was bad and wouldnt let it boot up correctly and made all those crazy characters.
