Can't boot unless I turn power off... Which part is broken? *no response, bumped*

Can't seem to get my computer to POST at all with a RESET or windows restart lately. I turn the power off, and back on in 5 seconds, and success.. any thoughts?

I did have the board running somewhat well at at 9x100 (Duron 800, MSI k7tpro2a) for a long while but now, thpptht. Boots at 800 after powerup, by the way...

 
I just went through this with a Duron 750. It was power supply. Exact same thing. However, I had a REALLY old 250 supply. You should have a newer 300 in an Antec 830.
