Can't boot PC - No Post & No Display

Mobo - ASRock H97M PRO4
CPU - Intel i5-4690
Memory - G.Skill Ripjaws 8GB (2 x 4GB) DDR3-1600 F3-12800CL9D-8GBRL

Putting together a new build and I can't get it to boot. It won't post and no display. Troubleshooting I've done so far:
- Disconnected hard drive
- Using onboard video
- Both motherboard power connectors are connected and the CPU fan connector.
- 500w PSU was tested on old pc and works.
- disconnected power, led, reset connectors and booted with screwdriver.
- Reset the bios
- Tested single RAM in each slot.
- Tested with NO RAM installed and received 3 beep post (no ram) but no display.

At this point I was pretty sure the motherboard was bad and did an RMA with Newegg. Well today I received the replacement and It's doing the same thing. Went through all of the troubleshooting again, with the same exact results. I did the assembly outside of the case so there shouldn't be a short.

Any idea what to test next or what can be bad? I'm guessing it's the RAM or the CPU. Thanks!!

Likely the RAM. I would replace it with a matched pair known to be compatible with your motherboard.

If you are sure the monitor is working properly (test it with the old computer), then I'd go with Bearmann's suggestion.

Tested new ram that's on the compatibility list for the mobo, and it still won't boot. Monitor works fine on the old PC. Hard to believe it's a bad CPU, but it looks like it's the only thing left.

Are the fans spinning when you turn it on?

Is the CPU fan plugged into the CPU fan power connector?

This is always the risk of the do-it-yourselfer so you'll have to write this effort off as a learning experience. It is the reason I dont build desktops from scratch, but purchase from a shop who does puts together the MB, CPU & RAM & tests the board then hands me the assembly. Shops know what parts work together (they have to or cant stay in business).

You're best bets are :

- Thoroughly read your MB manual. Ensure that you know each & every setting & what they do/are for. Check all jumpers. Remount the CPU & give the MB system another try (out of the case)

- Have a shop diagnose the issue & get the MB system working for you.

Unlikely to be bent pins since its your second MB.
What about answers to Ketchup's questions?
I know that you breadboarded it, but did you build it up one component at at time while breadboarded: First MB, PSU, CPU, and heatsink/fan. Then add one stick of RAM. Then add the keyboard and the monitor connected to the on board video. Then add the GPU and move the monitor to it. Is the CPU fan spinning with each step? What do the beeps tell you?
