can't boot from floppy

Really strange: floppy drive works fine in Win98, reads, writes, etc. When I try to boot from it, I get a "BOOT DISK FAILURE"; it seems like it's not even trying to read the floppy (no noise & LED doesn't light up). MB is Asus P3B-F, BIOS is Award 1a, I believe (old stuff, I know). The boot sequence has floppy as #1, and I tried it with "Floppy seek at POST" both enabled and disabled. Oh, and it can't possibly be the floppy itself - tried multiple disks, at least one of which worked on another system. Any help would be much appreciated.
