Can't boot from cd rom

Built a new system. Changed bios to boot from cd rom. Can't read it! Able to run setup for win xp from hard drive. Properties show that cd rom is working. Why won't it boot upon starup?
 
Is the CD bootable? Sometimes a backup copy of a bootable CD isn't bootable. Try testing it on another computer if possible.
