Can't assign drive letter to hard drive

I just reformatted. I have one hard drive with 2 partitions: one for the OS, and the other form program installs. I have a second hard drive with all my hard data on it such as mp3's. I reformatted the one hard drive, and did nothing to the data hard drive. For some reason I can't get the data drive to mount in windows. If I look in the Computer Management under Disk Management, I can see the drive with correct size and %free and everything, but if I right click on it, change drive letter and paths is grayed out and I can select it. I can't figure out why. Any suggestions?

Is it a dynamic disk? If so you'll have to import it to the new install before you can do anything with it.
