Can't Alt-Tab In XP?

So I'm having problems alt-tabbing in various applications in XP. At first I thought it was just a specific game I play(EVE-Online), perhaps something specific to that, but since then the problem has also been occuring with PowerPoint, which leads me to believe it's a Windows problem not an application-specific problem. Has anyone experienced anything similar to this before?
