Cant access shared Program Files Folder

I have two computers set up as a workgroup. I can share and access folders from both computers and both computers see each other. I set permissions to Everyone full control. BUt when I share any folder in the Program Files directory or Program Files folder itself and try to access it from the other computer, i get this message:
*.* folder is not accessible. You might not have permission to this network resource. Contact admin to see if you have access priviledges. Access is denied.
I assume this may be a local security policy setting that needs to be changed? Any fix would be greatly appreciated.
 
Click on New Share and create a new share for the Program Files folder with some new share title. That solution seems to work here.
