Can't access my modem

I've been having some incredibly slow speeds lately on a DSL modem, and haven't been able to forward ports. While trying to resolve these problems I've run into a few things i can't make sense of so hopefully someone here can help.

Alright, so I just got set up with a dsl connection in my apartment in china, so things work a bit differently here.

First I was given a ZTE ZXDSL 831BII modem by the landlord for use. It only works through one phone port in the house, which is odd. Secondly it requires a user name and pass to connect which means I am using pppoe. Now I am trying to connect to my modem to see if i can tweak some settings, but that is turning out to be very difficult.

In the process of all this I noticed I have no default gateway, which I thought was required to access the net, but yet here I am.
