Can't Access Laptop Touchpad Settings?

I have a Dell Inspiron 8200 and I just bought a Logitech Dual Optical Mouse to use with it. I am running WinXP on my laptop, and hooked the mouse up no problem through the usb port (Windows detected and installed it without a flinch). However, I recently noticed when going to use the touchpad on the laptop, that I had a slight problem. I went into control panels to change how quickly the touchpad makes the pointer move, and to my annoyance found that the Mouse control panel only has settings for my logitech mouse. How do I have it such that I can access the settings for my touchpad again?
 
Although I'm running Win2K on an Inspiron7000 it may be that your bios settings have been touched. Go into your bios and you should see a setting that will turn the touchpad on or off. Check and make sure that it is still on.
