Can't access BIOS or boot from CD

Hey guys,
When pressing F10 to access BIOS, it takes me to the "edit boot options" screen.
All I need to do is boot from CD so I can format the drive and reinstall windows.
Does anyone know how I can set the boot options to CD from this screen and/or how to access the BIOS to change the boot order?

Pressing DEL takes me to the boot manager where I can either run Windows 7 or do a Memory diagnostic test and pressing F12 gives me the boot manager which says windows has failed to start and I need to use the Windows disk to repair......
I just want to format and do a clean install, but I need to change the boot order so I can boot from CD and I can't do that If I can't access the BIOS......

The Manufacturer probably has a website you can go to if you have another computer.

Different computers may have different keys you can press. Examples CTRL + DEL, ALT + PRT SCRN. I wonder what would happen if you unplugged the Hard drive, reset the bios, and booted only with the CDROM. It might automatically set it to the standard boot from CDROM first.
