Can't access a certain web site

For the past 5 days I have tried to access the site below. Every time it came up an error like the web server was down "Error 324 (net::ERR_EMPTY_RESPONSE): Unknown error"

So I put it off another day thinking it was a temporary outage. Emails to the site bounce .

http://education.apwg.org/r/en/index.htm

The company is a multi-million dollar semiconductor designer so doubt they are into phishing for information off customers pc.

This is all from home so no corp or school network involved. I get the feeling someone has hijacked the route to them in some way but not sure where the problem is.
 
That name is answering a Telnet on TCP Port 80 at 1 am MST on Thursday morning, so SOMETHING is answering. But no web server.

Their MX records include a mail server at m187.mailplug.co.kr. That mailserver IS answering a Telnet on TCP Port 25. It accepted a smtp conversation and accepted an address of "info@pulsus.co.kr".
