The is sounds like a hard drive going bad (scratchy bad bearing noise plus occasional ticking that sounds like a hard drive head moving). If I turn off IS it is quiet. The other kit lens (18-55 IS) makes no IS sounds.

I've found some inconclusive comments about this when doing a google search and I wanted to hear from the community here.

I don't have that lens but I do hear my IS going on my EF 24-105 IS lens. It's not scratchy but I can hear it whirring.

you may want to exchange the lens. the IS used in the 18-55 and 55-250 is based off the powershot camera line and isn't as robust as the usual IS canon uses. at least, that's the reputation it's getting. either that or it simply has a manufacturing defect like an out of place bearing or spring.
