Great starting point --- $250 is cheap.

Have her spend 2-3 hours on youtube learning how to a) use the camera and b) compose nice photos and you're full of win.

the T5 is pretty old, i think the T3i would be a better choice.

they trot this out every year, and i think people mistake it for the T5i
