focal length is based on the distance of the focal point to the image sensor. its the same measurement regardless of the size of the imager, whether APS, 1/2.5", 35mm, 6x6, or large format. a 70 mm lens is a 70 mm lens on 35mm, MF, and large format.
(note: on 35 mm SLR lenses focal lengths shorter than ~35mm actually have the focal point at a further distance than the indicated length, the light is them manipulated with retrofocal elements to create an image that approximates what an actual wide angle lens would look like.)
now that i've gotten the technical bits out of the way, 10-22 is the focal length of that lens. you'd then multiply by the crop factor of the cut down image sensor (1.6) to find the 35 mm equivalent.
and EF-S lenses can only mount on the canon digital rebel series, 20D, 30D, and 40D.
