cannot start network connections service

I have an empty network connections window. I did some reading and i learned that this is due to the Network Connections service being stopped. However, when i try to start the service, it says "Error 127: The specified procedure could not be found."

I dont' know what that means, and therefore dont know how to get my network setting back. As of now nothing works at all (ie. internet)

Does anyone have any suggestions?

What has it or you done recently to lose your network settings? A major crash or reinstall recently?

no idea, no crashes...

Did you check to see if any of the dependencies for the NCS were disabled?

I'm pretty sure they're not.

Its so wierd... i can't see how the internet can work without network connections working.....

any brilliant thoughts?

this is sooo wierd..

i replaced msvcrt.dll with a working version because i tried to run "ipconfig-all" and it said there was a problem with that file... but replacing it did nothing.

do any of these symptoms sound familiar to anyone?
