Cannot reboot, only shut off and on

I am using Windows 7 64, and since a few days, I cannot program a reboot, the only result is that the display turns black with the system aparently still running, so I must force turning it off an on again in order to boot.-
What is the cause of such behaviour ?

Need more info to get a handle on this -
Self built or OEM?
Videocard?
Motherboard?
Monitor?
PSU?
Are U Overclocking?
 
Use Windows restore to go back a few days. If this isn't possible, see what Windows updates have been applied recently. What new software have you installed (that can be uninstalled).
