Cannot read MBR from UBCD

I'm not sure what is wrong with this computer. I suspect something motherboard related.

Can't boot from the hard drive... it just sits there and does nothing. I downloaded the UBCD so I could test the hard drive. I have tried two different cd-rom drives and it will boot from neither one. I tested the CD on my laptop, and it boots to the CD fine.

When trying to boot to the CD I get the error Cannot read from master boot record, then it keeps trying to boot from the CD.

I'm about to download a BIOS, flash it, and see what happens. First I have to find a floppy disk....

The motherboard is an ASRock 775Dual-VSTA Bios version P1.1. The computer was the brother-in-laws, but they couldn't get it to work and were tired of messing with it so they got a laptop.

***UPDATE***
Just replaced the PSU and tried again.

I can get to where it says "Press [ENTER] to boot the Ultimate Boot CD." I press Enter and it says "A disk read error occured. Press Ctrl+Alt+Del to restart."

Try booting from a USB flash drive to a DOS prompt.
Possibly: bad data cable to the drives?
