Cannot "open link in new window"

Whenever I try to open a link in a new window, I get a new window with nothing in it. The browser (IE 6, brand new installation) keeps searching until I get a "no page to display" message in the taskbar square for that window. If I click on stop, then refresh in the new window, the URL opens... Any ideas on how to fix that?
