Cannot login to Windows XP even safe mode HELP!

I turned the computer (running Windows XP) on today and I cannot login even in safe mode. When I select a user it starts to login then says saving settings and I'm back at the screen with the accounts to select .

I tried all the different accounts and it just load the wallpaper, no desktop icons at all and then it says saving settings and its like I'm loggin back out. What can I do?
