Cannot Load USER.EXE when installing Windows 98 SE

I'm trying to install Win98 on an older AMD machine. The machine was working fine and then Windows wouldn't load any more. I reformatted the hard disk and when I run setup it gets to the part about copying windows setup files and then says Unable to load USER.EXE. I've used 4 different Win98 CD's and two HD's. Any ideas?
