Cannot install fax services in XP sp2

I have tried to install fax services through the control
panel add-remove windows components tab. During
this process i had to manually copy some files that the
install process couldn't find.
I finally get a message that I "successfully completed
the windows component wizard" but after closing the
configuration wizard I see that fax services is still not
checked as installed.
I have these files now in my Windows\System32 folder,
dll files fsxapi, fxscfgwz, fxsclnt, fsxclntr, fxscom,
fxscomex, fxsdrv, fxsevent, fxsext32, fxsmon, fxsperf,
fxsres, fxsroute, fxsst, fxst30, fxstiff, fxsui, fxswzrd,
fxsxp32, also fxcount.h, fxscover.exe fxsperf.ini,
fxssend.exe and fxssvc.exe
Every time I try to install fax services I always get the
configuration wizard completing, but fax service is still
not shown as installed.
If I go to programs/accessories/communications I can
find a folder called fax, but it is empty.
I have most of the other windows components installed
except for "other network file and print services", outlook
express and windows messenger.
Can anyone tell me how I can get fax services installed
and working?

My fax device is a HP 4215 printer/fax machine
 
I believe you need a dial-up modem and a dial-up ISP account to use the Windows fax capability.
 
A dial-up ISP account is not needed. Just a fax modem.

OP: Do you have a modem installed? Or you're trying to use windows fax capabilities w/ your HP machine? (which will not work).

I have an Innocom MU400 usb modem
which is supposed to have fax capabilities

Is V.29 fax class 1 support sufficient to use with XP fax services?
