Cannot install DirectX 9

Everytime time I try to d/l and install it, I get the "software hasn't passed Win XP" screen, then it says DirectX failed to download a file. Any ideas?
 
Do you have a legal copy of WinXP?

What you could do is find a complete DX9 distro and not an installer such as you are using now. I believe that this site has a link to a full downloadable distro.
